Google has set a September 30, 2026 deadline for mandatory Android developer verification across seven partner app stores in four initial markets, part of a cross-industry push to reduce malicious app distribution on the Android ecosystem. The requirement will expand globally to all certified Android devices in 2027.
The initial rollout covers Google Play, Samsung Galaxy Store, OPPO App Market, HONOR App Market, vivo V-Appstore, Xiaomi GetApps and Transsion Palm Store, with enforcement starting for users in Brazil, Indonesia, Singapore and Thailand first Android Developers Blog. Over 99% of Google Play apps are already registered under the existing voluntary program launched in March 2025, per the company’s announcement.
Android developer verification timeline and initial market rollout
The phased enforcement schedule begins this month with an automatic system service deployment to most Android devices, which will be used to validate developer registration status later in 2026 Android Developers Blog. In July, Google will launch the Android Developer ID Status API globally, with early access for the Android Developer Console API opening the same month for a new limited distribution account tier.
These limited accounts are designed for students, hobbyists and learners, and let users share apps to up to 20 devices without requiring a government-issued ID or paying a registration fee. Global access to limited distribution accounts and the full Console API will follow in August, alongside a new advanced installation flow for apps from unverified developers. That flow includes security checkpoints designed to block coercion scams, while preserving sideloading access for power users who opt to install unregistered apps outside of official store channels.
The September 30 enforcement deadline applies only to the seven named partner stores in the four initial launch markets. Unregistered apps can still be sideloaded via Android Debug Bridge (adb) or the advanced flow in these regions during the initial rollout phase.
New APIs streamline bulk developer registration
To reduce friction for developers registering apps across the new requirements, Google built the new API suite directly from feedback from the developer community. The Android Developer ID Status API lets developers check if a specific package name has already been registered to avoid duplicate submissions, while the Android Developer Console API supports bulk registration of multiple package names and direct integration with continuous integration and deployment (CI/CD) pipelines Android Developers Blog.
Both APIs support OAuth delegation, allowing third-party app stores or other platforms to perform registration operations on a developer’s behalf without accessing their private account credentials. For developers who distribute apps exclusively outside of Google Play, Google is directing them to sign up for the Android Developer Console immediately to register their packages ahead of the September deadline, as the automatic registration that covered most Play apps does not apply to non-Play distribution channels.
Cross-industry partnership powers ecosystem-wide rollout
Google emphasized the verification mandate is not a unilateral Play Store policy, but a coordinated effort across the Android ecosystem’s largest app store operators Android Developers Blog. The seven participating stores cover the vast majority of Android app installs globally, per Google’s internal data, with the company noting that millions of apps have been registered since the voluntary verification program launched in March 2025, covering nearly all Google Play installs and a large majority of non-Play installs to date.
The company said it will incorporate feedback from partners, end users and the broader developer community during the initial four-market rollout before expanding the verification requirement to all certified Android devices globally in 2027. No additional markets have been named for the second phase of the rollout as of the June 18 announcement.
For developers distributing apps in Brazil, Indonesia, Singapore or Thailand via any of the seven partner stores, the immediate priority is confirming verification status via the Play Console home page or completing registration via the Android Developer Console for non-Play distribution. Students and hobbyists building apps for personal or small-group use can sign up for early access to limited distribution accounts starting this month to avoid the full verification requirements for low-distribution use cases.
Bottom line: Android developers with apps in Brazil, Indonesia, Singapore or Thailand have until September 30, 2026 to complete verification for distribution via the seven participating partner stores, with new APIs and limited hobbyist accounts rolling out through August 2026 to reduce friction for eligible developers.
