Google’s Android developer verification program will become mandatory for app distribution in four initial markets starting September 30, 2026, as part of a cross-industry initiative to reduce malicious app activity on certified Android devices. The program first launched in March 2025, and to date, nearly all apps available on Google Play have completed registration, per Google’s official announcement Android developer verification.
Android developer verification enforcement timeline and participating stores
The September 30, 2026 enforcement deadline applies to installations from seven partnered storefronts: Google Play, Honor’s HONOR App Market, OPPO’s OPlus App Market, Samsung’s Galaxy Store, Transsion’s Palm Store, vivo’s V-Appstore, and Xiaomi’s GetApps. A supporting system service that verifies developer registration status is rolling out automatically to most Android devices starting in June 2026, ahead of the enforcement date. Google reports that more than 99% of apps currently on Google Play are already registered; developers who distribute apps exclusively via third-party stores will need to sign up for the Android Developer Console to avoid installation blocks in the four initial markets.

New APIs streamline bulk app registration for developers
To reduce administrative work for developers managing large app portfolios, Google is rolling out two new APIs tied to the verification program. The Android Developer ID Status API, which will launch globally in July 2026, lets developers check whether a specific package name is already registered to a verified developer. The Android Developer Console API, which enters early access in July 2026 ahead of a full global launch in August 2026, supports bulk app registration and management directly integrated into CI/CD pipelines. Both APIs support OAuth delegation, meaning third-party app stores can complete registration on a developer’s behalf if authorized. Google is also launching limited distribution accounts for students, hobbyists, and independent learners in July 2026; these accounts allow users to distribute apps to as many as 20 devices without requiring a government-issued ID or paying a registration fee.
Sideloading protections preserved for power users
The verification mandate does not eliminate sideloading options for advanced Android users. Starting in August 2026, Google will roll out an advanced installation flow for apps from unverified developers that includes security checkpoints designed to block coercion scams, while still allowing power users to sideload apps via Android Debug Bridge (adb) or the new advanced flow. Even after the September 30, 2026 deadline takes effect, unregistered apps will remain fully installable via adb.
The multi-store partnership marks a rare coordinated security effort across Android’s historically fragmented app ecosystem, where inconsistent enforcement across third-party storefronts has long been a common entry point for malware. By aligning verification requirements across the seven participating stores, Google and its partners aim to close security gaps that target users who sideload apps or use regional third-party marketplaces.
The limited distribution account carve-out also addresses early developer feedback that strict ID requirements would block independent builders and students from distributing experimental or test apps.
Bottom line: Developers distributing apps in Brazil, Indonesia, Singapore, or Thailand via any of the seven participating stores must complete verification by September 30, 2026, while all developers can use the new July-launching APIs to streamline bulk registration and avoid future compliance friction as the program expands globally to all certified Android devices in 2027.
