Google has set a September 30, 2026 enforcement date for its Android developer verification mandate, which will first apply to app installations from seven partner app stores across Brazil, Indonesia, Singapore and Thailand. Launched in March 2026, the verification program requires developers to register their apps with a verified, non-anonymous developer identity to limit the spread of harmful, fraudulent or malware-laden software. The initiative includes six OEM app stores alongside Google Play in its initial rollout phase.
Android Developer Verification Enforcement Timeline and Initial Rollout Markets
The September 30, 2026 enforcement deadline applies to end users in Brazil, Indonesia, Singapore and Thailand, and covers app installations from seven participating partner stores: Google Play, HONOR App Market, OPPO’s official app marketplace, Samsung’s Galaxy Store, Transsion’s Palm Store, vivo’s V-Appstore, and Xiaomi’s GetApps. Unregistered apps remain installable via Android Debug Bridge (ADB) for developers and power users during this initial rollout phase.
A global expansion of the verification requirement to all apps on certified Android devices is planned for 2027.

New APIs Streamline Developer Registration Workflows
To reduce friction for developers registering apps under the new mandate, Google is launching two purpose-built APIs in mid-2026. The Android Developer ID Status API will launch globally in July 2026, enabling developers and third-party platforms to confirm whether a given app package name is already registered to a verified developer. The Android Developer Console API will enter early access in July 2026 ahead of a global August 2026 launch, and will let developers register and manage package names directly within their existing development environments, with bulk registration support to streamline onboarding for large app portfolios.
Both APIs include OAuth delegation support, a feature requested by app store operators to let stores run developer verification operations on a developer’s behalf without requiring the developer to share their Google account credentials. Google is also launching a new limited-distribution Android developer account tier in August 2026, built for students, hobbyists and learners, that permits app sharing to up to 20 devices without requiring a government-issued ID or paid registration fee.
Sideloading Access Maintained for Advanced Users
The August 2026 rollout will introduce an advanced installation flow for apps from unverified developers. Unregistered apps remain installable via Android Debug Bridge (ADB) for all users during the initial rollout phase.
For developers, the compliance timeline is explicit: Google Play developers are already over 99% compliant with the registration requirement as of mid-June 2026, and can check their app’s verification status directly via their Play Console home page.
Developers who distribute exclusively via third-party app stores outside of Google Play can sign up for an Android Developer Console account immediately to register their apps ahead of the September deadline. Students and hobbyist developers can request early access to the limited-distribution account tier via Google’s official registration portal.
